If the state is active continuously, check vehicle's power supply system. If the vehicle's power supply system is OK and the fault still exists, replace the ECU.

Detection
Failure is set if supply voltage of the central ECU is lower than 8V for 40 ms at least.

Battery is not charged enough. Damage of the vehicle's power supply system. Damage of the ECU.
