Check GMS node for any DTCs related to the powertrain torque control.
What you'll see
ACS cannot control the engine torque due to not knowing what the current available powertrain torque is.

Signal value of PSS2::AvailableMaximumTorque or PSS4:AvailableMaximumTq is outside its valid range, either error or not available.
Possible cause
GMS is not sending the PSS2/PSS4 message, or it sends the message with value error or not available.
