Hydraulic malfunction in the primary hydraulic system.
Check the primary hydraulic circuit for failure in the position sensor, the connectors, wiring, and hydraulics.
What you'll see
The electro-hydraulic pump (controlled by pin A15, active high) will be activated whenever steering is needed for at least as long as the fault is present. If a simultaneous malfunction in the secondary hydraulic system is present, a (different) warning will be displayed in the ICL.

The position sensor of the primary hydraulic system for power steering does not indicate a flow though there should be a flow.
